The Detroit News reports on the State’s push to verify paternity.

In 2000, Congress established a nationwide goal for states to establish paternity of 90 percent of the children born to unmarried parents each year. In 2002, Michigan reached that goal with a 92 percent rate, but it dropped to 84 percent in 2003.
Michigan must bring the rate up at least by 2 percentage points — which is below the 90 percent goal, but still would prevent an unspecified fine, said Marilyn Stephen, director of the FIA’s Office of Child Support.
