An in depth analysis of the roots of his illness should have been performed at the expense of the abuser! There needs to be legal reform, beyond prosecution of these (epidemically increasing) types of criminals. Their sentencing should include jail and labor, as the victims need restoration to at least a semblance of wholeness. Responsibility needs removal from our over burdened Government and put where the responsibility lies: THE ABUSOR! He should work the rest of his life to restore and repair the damage he has created!
